According to the Research and innovation Council of Finland (RIC) the main objective of education, research and innovation policy is to strengthen Finland’s position among the leading knowledge and competence-based countries. Finland’s long-term strategy is to secure a sustainable and balanced social and economic development. The general requirement for this is growth in productivity in all sectors, industries or even individual actors of business.
In addition, the education, research and innovation policy is developed for supporting economic growth and the positive development of national economy, the sustainable renewal of society and the well-being of Finnish citizens.
Besides the national strategy guidelines, a full development programme for 2011-2015 has been prepared by the RIC. The actions of the development programme aim for creating higher quality in education and research; support the creation of successful innovations in addition to the fostering of the creation of new jobs and growth enterprises.
The aim for funding is to maintain the total R&D funding share of GDP at 4 per cent in the 2010s. The public investment should be increased so that the level of 1.2 percent of GDP would be reached by the year 2015. Thus, the amount of R&D funding will be increased by minimum of 4.0 percent per annum in real terms.
